Luís Heleno Terrinha is an Assistant Professor of Public at NOVA School of Law, NOVA University Lisbon, since February 2021. He holds degrees from the Yale Law School (LL.M., 2019), the University of Lisbon (Ph.D. in Public Law, 2016), and the Portuguese Catholic University (LL.B., 2010). In the past, he has lectured Administrative Law, Constitutional Law, Fundamental Rights and European Union Law at the Porto Faculty of Law of the Portuguese Catholic University (2015-2018). He taught a seminar in Data Protection Law at the Católica Global School of Law in Lisbon. Professionally, he is a qualified Advogado (Attorney) with the Portuguese Bar Association (2018) and has further completed traineeships in International Arbitration at Shearman & Sterling LLP (Paris) and Clifford Chance LLP (Frankfurt). Luís’s research has mainly focused on the societal dimension of administrative law and constitutional law, applying social systems theory to understand the social roots and underlying dynamics of public law phenomena. He has also published on issues related to administrative procedures, the Europeanization of German Public Law, as well as on state liability for the breach of European Union Law. More recently, he has been addressing the transnational challenges to both constitutional law and administrative law, with emphasis on public law arbitration. Luís has been engaged in a number of consulting projects. Internationally, he has advised the Constitutional Affairs Committee of the European Parliament on the role of national parliaments in the EU lawmaking process. Nationally, he has collaborated in writing legal opinions concerning ongoing public law disputes and assisting public entities in administrative legal matters (such as on the drafting of regulatory codes in a number of municipalities in northern Portugal). He has received a number of academic prizes in Portugal for his scholarship, including the Miguel Galvão Teles Prize, the Wolters Kluwer Portugal Prize and the European Elections 2014 Prize. During his LL.M., he was selected by Yale Law School to become a Salzburg Cutler Fellow based on his paper “Governmental Regulatory Measures in International Investment Law”, which he presented in a conference in Washington D.C.

Luís Heleno Terrinha é Professor Auxiliar do Grupo de Direito Público da NOVA School Law. É licenciado pela Escola do Porto da Faculdade de Direito da Universidade Católica Portuguesa (2010), Doutor em Ciências Jurídico-Políticas pela Faculdade de Direito da Universidade de Lisboa (2016) e LL.M. pela Yale Law School (2019).
No passado, ensinou Direito Administrativo, Direito Constitucional, Direitos Fundamentais e Direito da União Europeia na Escola do Porto da Faculdade de Direito da Universidade Católica Portuguesa (2015/2018). Leccionou também um seminário em língua inglesa, sobre Data Protection Law, na Católica Global School of Law (2020). Profissionalmente, é Advogado (desde 2018) e completou estágios em arbitragem internacional na Shearman & Sterling LLP (Paris) e Clifford Chance LLP (Frankfurt).
A sua investigação tem-se centrado da dimensão societal do direito administrativo e do direito constitucional, recorrendo à teoria dos sistemas sociais para compreender as raízes e dinâmicas sociais subjacentes aos fenómenos de direito público. Disso é exemplo a sua monografia doutoral: “O Direito Administrativo na Sociedade: função, prestação e reflexão do sistema jurídico-administrativo” (2017). Tem também publicado em assuntos relacionados com procedimentos administrativos, a europeização do direito público alemão, ou a responsabilidade do Estado por violação do direito da União Europeia. Mais recentemente, tem-se concentrado nos desafios transnacionais ao direito constitucional e administrativo, com foco especial na arbitragem de direito público.
Luís Heleno Terrinha tem estado envolvido em vários projectos de consultadoria jurídica. Internacionalmente, aconselhou a Comissão dos Assuntos Constitucionais do Parlamento Europeu quanto ao papel dos parlamentos nacionais no processo europeu de produção normativa. Nacionalmente, tem colaborado na redacção de pareceres jurídicos relativos a conflitos de direito público e tem aconselhado entidades públicas e privadas em questões jurídico-administrativas (como, por exemplo, aquando da elaboração de códigos regulamentares num conjunto de municípios do Norte de Portugal).
Os seus estudos têm sido galardoados com vários prémios, como o Prémio Miguel Galvão Teles, o Prémio Wolters Kluwer Portugal e o Prémio Eleições Europeias 2014. Durante o LL.M., foi seleccionado pela Yale Law School para se tornar um Salzburg Cutler Fellow em razão do artigo “Governmental Regulatory Measures in International Investment Law”, que apresentou em Washington D.C.
